THE ROLE

Engineering Manager for Rail Infrastructure Projects

The Engineering Manager will lead every aspect of engineering, design, technical coordination and engineering support for the company’s rail projects for Israel Railways. The role includes managing an engineering team and working continuously with designers, the client, management companies, subcontractors and site delivery teams, while ensuring compliance with STECONFER’s international standards and local requirements.

Key responsibilities

  • Engineering management and design: Manage and monitor every design stage—preliminary, detailed and As-Made—for rail projects and associated infrastructure.
  • Israel Railways interface: Represent the company in engineering discussions with Israel Railways, management companies, consultants and competent authorities, including the approval of plans and engineering changes.
  • Site delivery support: Provide real-time engineering solutions to changing site conditions and guide delivery teams and subcontractors.
  • Team management: Lead, guide and develop the company’s site, monitoring and design engineers.
  • Quality control and standards: Ensure work complies with local and European rail standards (EN/UIC), client specifications and company safety and quality procedures.
  • Engineering variations and claims (VO): Identify deviations from the original design, prepare engineering analyses for claims or budget variations and provide supporting technical documentation.
  • Infrastructure coordination: Manage interfaces with parallel utilities—electricity, communications, water and drainage—and resolve engineering complexity at work interfaces.

Role requirements · Mandatory threshold conditions

  • At least 3 years of civil engineering experience on major transportation infrastructure projects.
  • Engineer registration and professional classification: BSc in Civil Engineering or Construction Engineering, registration in the Engineers and Architects Register and a valid professional licence — mandatory.
  • Contractors Registrar requirements: At least 5 years of proven experience as a recognised ‘qualified person’ with the Registrar of Contractors in a G4- or G5-classified contractor, sector 200 — mandatory threshold requirement.
  • Proven experience working with Israel Railways or its management companies — a very significant advantage.
  • Languages — Hebrew: Native-level or fully proficient Hebrew, written and spoken — mandatory.
  • Languages — English: Very high-level English, written and spoken, for work with the company’s management in Portugal and international experts — mandatory.
  • Software and tools: Proficiency in AutoCAD, project management software (MS Project / Primavera) and Microsoft Office. BIM / Revit experience is an advantage.
  • Personal skills: Leadership and people-management ability, excellent interpersonal communication, experience in matrix and multicultural environments, resilience under pressure and real-time problem solving.
